DISTRICT TITLE I PLAN
Monitoring Students’ Progress in Meeting Missouri Learning Standards
The LEA will monitor students’ progress in meeting the challenging Missouri Learning Standards by:
Developing and implementing a well-rounded program of instruction to meet the
academic needs of all students.
Identifying students who may be at risk for academic failure.
The following methods will be used to identify students who may be at risk of
NWEA Benchmark testing, RtI Interventions, Student SUCCESS teams,
PLC Data meetings, At-Risk Monitoring sheets.
Providing additional educational assistance to individual students the local educational
agency or school determines need help in meeting the challenging State academic
Subject areas and grade levels to be served:
Math: 3rd, 4th, 5th, and 6th
Communication Arts: K, 1st, 2nd, 3rd, 4th, 5th, 6th

Early Childhood Education Services
The LEA will use Title I funds to support a preschool program for children.
The LEA will implement Project Construct, a research-based preschool curriculum approved by the Department.
Title I.A. funds will be utilized for an Instructional Teacher.
Days of Service: 4 day program
Length of School Day: Full Day
Age of Students Served: One year prior to entering Kindergarten
The LEA will support, coordinate, and integrate Title I.A. funded services with early childhood education programs at the LEA or school level, including plans for the transition of participants school programs.
Activities to support, coordinate, and integrate: Preschool is housed in the same facility as the K-1 students. Students are screened with Kindergarten entry screener. Kindergarten curriculum guides the Preschool curriculum.
Transition activities include: Students will tour the building and participate in Kindergarten screening. They also participate in Kindergarten round-up.
The LEA will implement strategies to facilitate effective transitions for students from middle grades to high school. Transition strategies for middle grades to high school include: EIgh grade students tour the high school with Career and Technical Educational programs in the spring semester. Students tour the high school during Freshman orientation in August. Students are introduced to building administration and counselors and are given general information about school policies, schedule and available resources. Students also utilize their personalized course schedule when touring the facility. In August, students are encouraged to attend RUSH, an evening that provides an opportunity for students to learn about and join various leadership, extracurricular activities and clubs. High school counselors meet with Junior High counselors in August prior to the first day of school to discuss individual student needs. Assistant principals in HS and JH also collaborate to provide seamless transitions for students transitioning to the HS. Additionally, students who have been identified as at risk academically are placed in remedial math and reading programs or guided study.
Transition strategies to facilitate effective transitions for students from high school to post-secondary education include: Students develop and update a six year personal plan of study, which includes high school plans as well as the first two years of post secondary education. Students also are allowed college visit days during their junior and senior years to tour post secondary institutions or take job shadowing opportunities. Seniors have the opportunity to sign up and meet with a financial aid expert following an informational meeting with the entire senior class. This meeting covers application to college, scholarships, financial aid, NCAA or NAIA athletics, and ACT preparation. Parents have the opportunity to attend a meeting with school counselors during Parent/Teacher Conferences in which the counselors address the same topics that are addressed at senior class meeting. Additionally, representatives from various colleges visit with juniors and seniors who have signed up to meet with them throughout the school year.
All students complete and maintain personal plans of study throughout high school. The plans include college and career transition. Counselors provide group and individual advisement regarding career and college planning. One counselor serves as the building dual credit coordinator. This individual serves as liaison with higher education partners and facilitates student participation in early college offerings. Interested students have the option of completing high school and associate degree requirements concurrently.
Ensuring Teacher Quality for All
The LEA will identify and address disparities in ineffective teachers by the following:
The school district utilizes NEE for our teacher evaluation system. Teachers are evaluated on standards that are district-wide as well as specific standards chosen by the building administrator.
Teachers who are in their first four years of teaching participate in the district mentoring program. Other teachers with scores in NEE that are below what is considered to be effective receive coaching from one of our district instructional coaches. Administrators may also choose to do a personnel development plan from NEE with teachers who are inexperienced. Information will be pulled from the Staff Assignment Report found in Educator Qualifications to identify disparities and inexperienced teachers.
The Staff Assignment Report in Educator Qualifications is ran to identify any teachers who are considered out of field.
Carl Junction Satellite School serves neglected children residing within the boundaries of the LEA. Teachers are hired to work for the district to provide educational services at the Satellite School. A portion of the Title I.A. funds is used to help support the salary and some supplies for this institution.
Homeless Children and Youths
The LEA will provide services to support the enrollment, attendance, and success of homeless children and youths, including providing services comparable to those provided to children in Title funded Schools. Services are coordinated with the Title I Communication Arts and Math teachers. Assistance is provided in transportation and removing barriers that may arise for homeless children and youth to ensure students are able to attend school on a consistent basis.
The LEA will support efforts to reduce the overuse of discipline practices that remove students from the classroom which may include identifying and supporting schools with high rates of discipline, disaggregated by each of the subgroup of students defined by the National Assessment of Educational Progress Authorization Act. Support includes: Carl Junction schools utilizes the PBIS program. In additional, all district staff were trained on BIST in August 2019.
Experiential and Work-Based Learning Opportunities
The LEA will support programs that coordinate and integrate academic and career technical education content through coordinated instructional strategies and work-based learning opportunities. Programs include supervised business experience for business education students and agriculture work experience for agriculture education students. Career and technical education students enrolled in programs at Franklin Technology Center and Carthage Technical Center also have opportunities for internships and workplace learning experiences.
